ALL ABOUT THE ISSUE OF THE IRR OF THE NATIONAL BUILDING CODE

    PUBLIC NOTICE

The Secretary of the Department of Public Works and Highways issued DPWH Memorandum Circular No. 2 directing all building officials “to process and issue the necessary permits and certificates to all applicants/owners notwithstanding whether the designs/plans and/or other pertinent documents x x x prepared, signed or sealed by either a registered architect and/or civil engineer” until there is a final and executory decision rendered in the above-mentioned cases.”  The cases referred to are “PICE, et al. v. Hon. Secretary v. Hon. Secretary Hermogenes Ebdane, Jr.”  and “PSSE v. DPWH Secretary.”   The United Architects of the Philippines (UAP) has issued a public notice stating its stand on the matter.  It should be emphasized that it is the Secretary of the Department of Public Works and Highways (DPWH) who is the National Building Official. Therefore, it is the National Building Official who implements the National Building Code of the Philippines and not the UAP.  Actions of the National Building Official are not subject to the prior approval of other administrative agencies. The opinion of the UAP notwithstanding, DPWH Memorandum Circular No. 2 is legally binding and should be strictly followed by all building officials.

Disaster Mitigation And Preparedness Strategies(DMAPS) - DMAPS is the expanded program of  DQRP or Disaster Quick Response Program, a joint effort of the ASEP and the OCD-NDCC started in 2000.  PICE being an association of technology professionals offers to form volunteer groups in the community level through the chapters to help mitigate and prepare for possible disasters.  Activities include data dissemination (researching and distributing) and capacity building (training and organizing).

The Philippines is well identified to be prone to natural disasters, and even technological disasters. PICE is a huge organization with nationwide reach, through its 95 chapters in all the regions, DMAPS Project Brief | Program.

Disaster Quick Response Program ( DQRP) All Volunteers are requested to update their DQRP Identification cards.

In times of emergency, volunteers will be called upon to conduct rapid evaluation of the resulting damage, structural integrity and vulnerability of existing buildings and vital structures, especially those with high density occupancy. Watch out for Next Training of DQRP Volunteer. click here for more details Accomplishments and Milestones
