The Philippine Institute of Civil Engineers, Inc. (PICE), in part- nership with the Association of Structural Engineers of the Philippines (ASEP), and the National Disaster Risk Reduction and Management Council of Civil Defense (NDRRMC-OCD) conducted refreshing training for its volunteers on July 3, 2015 at Metro Club Makati in Makati City.

Speakers during the refresher training included Engr. Ronaldo S. Ison who conducted the EQRP SOP Brie ng; Engr. Wilfredo S. Lopez, who spoke about “Pre-Earthquake Evaluation of Vulnerable Buildings and Workshop”; Engr. Adam C. Abinales, who discussed “Evaluation of Bridges”; and, Engr. Virgilio B. Colum- na, who spoke on “Rapid Evaluation and Workshop”A total of 62 participants joined the training.

It will be recalled that last year, the Philippine Institute of Civil Engineers, Inc. signed an agreement with the Nation- al Disaster and Risk Reduction Management Council-O ce of Civil Defense, and the Association of Structural Engineers of the Philippines (ASEP). Under the agree- ment, the PICE is tasked with organizing Earthquake Quick Response Program Teams nationwide to oversee earthquake engineering, conduct case studies, and undertake planning, operation and coordi- nation during a disaster.  ese teams are expected to provide technical advice on emergency rescue operations, conduct rapid evaluation of damage, identify geo- technical hazards, and prepare emergency phase reports. ASEP is to provide tech- nical assistance to PICE in the training of civil engineers who are part of the response teams, and update the knowledge and skills of team members involved in post-disaster recovery activities.

On the other hand, the NDRRMC is in charge of the standard procedures for the deployment of rapid assessment teams, issuance of guidelines on mobilizing and deputizing response teams in actual disasters and drills, and assistance in the conduct of trainings.
