A Memorandum of Agreement (MOA) was signed by the Philippine Institute of Civil Engineers, Inc. (PICE), the Local Government of Tacloban City and the National Housing Authority (NHA) at the NHA Building in Quezon City on July 20, 2015.

Present during the occasion were the members of the PICE Community Extension Committee headed by Chair Alberto Perfecto (PICE Director) and Co-chair Ranulfo Feliciano (PICE First Vice President). Others present where representatives of the National Housing Authority, some officials of the local government of Tacloban City, and some officers and members of PICE Quezon City Chapter.

The MOA is in line with a construction of houses for the families displaced by Typhoon Yolanda. e housing program is funded in part by the Japan Society of Civil Engineers (JSCE) that donated

1.6 million pesos. According to First Vice-President Feliciano, PICE will donate the same amount to the housing program.
It will be recalled that Typhoon Yolanda, considered the most powerful and most destructive storm to make land- fall in recorded history, struck the country, particularly, the Province of Leyte, on November 8, 2013. Almost two years a er, the province has yet to fully recover from the devastation.
